Green Islands Network Statutes
 
(as agreed in North Shields, November 1997, amended Luxemburg 2003, Geneva, 2006, Edinburgh 2008)

1. The Green Islands network is established to facilitate co-ordination
and liaison between the Green Parties of Britain and Ireland.

 It is an affiliated network of the European Green Party (EGP) [amended Luxemburg 2003].


2. Membership of Green Islands is open to Green Parties in Britain,
Ireland and their associated islands, subject to the agreement of the
member parties. The member parties are The Green Party of England*, An
Comhaontas Glas - the Green Party of the Republic of Ireland, the
Scottish Green Party, the Wales Green Party*, the Green Party of Northern Ireland,**and the Jersey Green Party.

3. Green Islands exists to facilitate:
a. communication and contacts between member parties and between
members of different member parties;
b. co-ordination of specific campaigns and policy initiatives between
member parties;
c. co-operation in preparation for and at times of elections;
d. co-ordination of the activities of member parties and their
representatives, in the European Federation of Green Parties;
e. support of member parties’ Members of the European Parliament;
f. communication between member parties and the Green Group in the
European Parliament;
g. support of member parties’ representatives in other supranational
bodies;
h. communication between member parties and Greens in other
supranational bodies.

4. Each member party has equal status in Green Islands. Decisions are
made by consensus of those involved, and do not bind member parties who
dissent. Each member party retains full autonomy to decide its own
policy, strategy and actions.

5. Each member party appoints a contact for Green Islands; the post may
be shared by more than one person. Together these contacts, on behalf of
their parties, bear responsibility for the administration of Green
Islands.

6. Green Islands shall appoint a Secretary whose duties shall include:
a. liaison with the contact members and others to facilitate
communication between the member parties,
b. making arrangements with them in particular for Green Islands
meetings, preparing and circulating the agenda for those, ensuring that
the meetings are minuted and facilitated, preparing the minutes taken
for circulation and circulating them,
c. making and maintaining records of decisions by Green Islands, and
ensuring they are available as required,
d. ensuring that copies of those records are properly archived.

7. The Secretary is accountable to Green Islands meetings, and between
them to the appointed contacts collectively. The secretary is appointed
for a term of two years. The post may be shared by more than one
person, who need not belong to the same member party. The secretary may
be relieved of the post for cause by a decision of any
Green Islands meeting after reasonable notice has been given of that
proposal.

8.Green Islands shall appoint a Treasurer whose duties shall include:

a.     preparation and presentation of the budget for the EGP;

b.     presentation of  expenses to be reimbursed from the EGP Treasurer

c.     attendance at GIN meetings

d.     maintaining records of transactions and

e.     prepare a financial report biannually [Geneva,2006]

9. Meetings of Green Islands take place at least twice a year, in the
Spring and Autumn. They are held at conferences of member parties or on
such other occasions as may be agreed. Each member party appoints
representatives to speak for it at such meetings. Other members of
member parties may attend the meetings as observers.

* These Green Parties are The Green Party of England & Wales. In Green
Islands they are separately represented as the Wales Green Party and The
Green Party of England, defined as GPEW less the WGP.

* * Green Party of Northern Ireland is a region of Comhaontas Glas. In Green Islands Network GPNI is separately represented. [Edinburgh, 2008(proposed)]
